Senator Win Gatchalian is calling for the efficient implementation of the Academic Recovery and Accessible Learning (ARAL) Program as the new school year begins, emphasizing its importance in supporting struggling students.

Gatchalian stressed the need for enough tutors to guide learners who have fallen behind, ensuring no one is left out.

The Department of Education has identified around three million learners needing academic support due to learning gaps. Created under Republic Act No. 12028, which Gatchalian authored and sponsored, the ARAL Program targets K–10 students—especially those re-entering school, failing subjects, or lacking basic proficiency in reading, math, and science.

The program will prioritize reading and math for Grades 1–10, and add science for Grades 3–10.
