Environmental group files Cease-and-Desist Order vs. EcoProtect, urges DENR to revoke ECC

An environmental watchdog has filed a petition urging the Department of Environment and Natural Resources (DENR) to issue a Cease-and-Desist Order and revoke the Environmental Compliance Certificate (ECC) of Eco Protect Management Corporation’s landfill in Barangay Mancatian, Porac, Pampanga.

Pinoy Aksyon for Governance and the Environment, Inc. (Pinoy Aksyon), led by Chairman Bency G. Ellorin, submitted the petition citing serious violations of environmental and solid waste management laws, public health risks, and mounting community opposition.

“This action is necessary due to grave and ongoing violations, risks to public health, and clear noncompliance,” the group stated in its letter to DENR Secretary Raphael Lotilla.

The petition claims that EcoProtect’s landfill is situated on structurally unstable lahar deposits from Mt. Pinatubo and lacks sufficient safeguards to prevent erosion and collapse. Drone footage and technical studies reportedly show soil degradation, uncontained leachate, and poor waste management systems.

Pinoy Aksyon also flagged the landfill’s proximity to the Pasig-Potrero River, raising fears of water contamination affecting Porac and nearby towns. Residents have also reported foul odors, airborne dust, and health concerns allegedly stemming from the facility.

The group further cited the absence of a functioning Materials Recovery Facility (MRF), a violation of Republic Act 9003, and the alleged mishandling of hazardous waste such as medical materials—issues that have drawn the attention of former Pampanga Governor Dennis “Delta” Pineda. The governor previously ordered a suspension of garbage haulers from Bulacan after personally inspecting the site in June 2025.

The petition calls for the formation of an independent multi-sectoral body to assess the site, mandatory rehabilitation of affected areas, and the release of all environmental impact and compliance reports related to the project.

Pinoy Aksyon emphasized that the ECC should never have been granted without a valid Environmental Impact Assessment, warning that the situation, if left unchecked, could lead to irreversible damage to ecosystems and public health.

“We urge the DENR to act with urgency in defense of Pampanga’s people and environment,” the group said.
