NEW DSWD DISASTER HUB TO RISE IN CENTRAL LUZON

Clark International Airport Corporation (CIAC) and the Department of Social Welfare and Development (DSWD) have signed a Memorandum of Agreement (MOA) to establish a Regional Disaster Response Command and Logistics Center in Clark, Pampanga.

CIAC President and CEO Jojit Alcazar and DSWD Secretary Rex Gatchalian formalized the agreement in a signing ceremony witnessed by Bases Conversion and Development Authority (BCDA) President Joshua Bingcang and Pampanga Governor Lilia “Nanay” Pineda, who both played key roles in facilitating the partnership. DSWD Region III Director Venus Rebuldela and CIAC Directors Rommel Santiago and Noel Tulabut also served as witnesses.

The new one-hectare facility will serve as a strategic hub for the rapid deployment of relief goods and aid during emergencies across Central Luzon. It reflects CIAC and DSWD’s shared commitment to disaster preparedness, public service, and community resilience.

“As a premier hub for commerce and connectivity, Clark also serves as a vital lifeline for surrounding communities—now further strengthened by the presence of DSWD’s Regional Disaster Response Center,” Alcazar said.

The initiative supports Clark’s evolving role as a center not just for aviation and logistics, but also for humanitarian response.
