Pampanga placed under State of Calamity

Pampanga has been officially placed under a State of Calamity following extensive damage caused by the successive onslaught of Typhoons Bising, Crising, Dante, and Emong, compounded by the intensified southwest monsoon or Habagat.

The Sangguniang Panlalawigan passed Resolution No. 9405 in a special session held on July 24, 2025, upon the recommendation of the Provincial Disaster Risk Reduction and Management Council (PDRRMC).

The declaration enables immediate mobilization of resources and the implementation of coordinated response, relief, and rehabilitation efforts in affected local government units (LGUs).

Based on the Rapid Damage Assessment and Needs Analysis (RDANA) as of July 23, heavy rains and successive storms led to flooding in 224 barangays across 18 LGUs, impacting 160,891 families or 527,648 individuals in 290 villages—equivalent to 54.01% of the province’s at-risk population.

The agriculture sector sustained major losses, with estimated damages amounting to ₱470.1 million in crops and ₱39.1 million in livestock.

Infrastructure damage reached an initial estimate of ₱170 million, mostly due to collapsed dike pavements and damaged slope protections.

The flooding also displaced 3,787 individuals and disrupted essential services in multiple cities and municipalities.

The 2023 Climate Disaster Risk Assessment had previously flagged the province’s vulnerability, with 515,673 residents identified as moderately to highly susceptible to flooding—exceeding the 15% threshold required under NDRRMC Memorandum Order No. 60, s. 2019 for a state of calamity declaration.

The resolution activates emergency measures, including:

  • Access to emergency and quick response funds
  • Price freeze on basic commodities
  • Expedited procurement for relief operations

Vice Governor Dennis “Delta” Pineda earlier directed the PDRRMC to coordinate with LGUs and national agencies to fast-track damage assessments and deliver aid, especially to displaced families in evacuation centers.

The declaration will remain in effect until recovery efforts have adequately addressed the calamity’s impacts and rehabilitation efforts are completed.

The Provincial Government is calling on Kapampangans to remain vigilant, cooperative, and united in the spirit of bayanihan, ensuring that no one is left behind during this critical period of recovery.
