BCDA speeds up Poro Point Port upgrade with PPP Support

The Bases Conversion and Development Authority (BCDA) is fast-tracking the full modernization of the San Fernando International Seaport in Poro Point, La Union, with strong support from the Public-Private Partnership (PPP) Center.

The project recently secured provisional funding under the PPP Center’s Project Development and Monitoring Facility (PDMF), enabling the BCDA to move forward with the transformation of the port into a world-class logistics gateway for Northern Luzon.

Through a signed technical assistance agreement, BCDA and the PPP Center will tap expert consultants to lead the end-to-end project preparation, including feasibility studies, market analysis, legal and financial structuring, and PPP transaction support. The total indicative budget is ₱74.9 million.

The upgraded Poro Point port will shift from a bulk and break-bulk terminal to a fully containerized seaport with modern infrastructure and digital logistics systems. Planned upgrades include container terminals, quay and yard cranes, expanded storage areas, advanced terminal operating systems, and improved road and future rail connectivity. Gender, environmental, and climate considerations will be integrated into the project design.

“Northern Luzon has long lacked modern port infrastructure, which limits its access to global trade. This project will enable full containerization and link regional industries to more competitive supply chains,” said BCDA President and CEO Engr. Joshua M. Bingcang.

The project will be developed in six phases, from inception and feasibility to post-contract support. Groundbreaking is expected in the second quarter of 2027, with completion targeted by 2029.

Once operational, the modernized port is expected to boost the competitiveness of industries in Pangasinan, La Union, and the Ilocos Region, while attracting logistics and export-driven investments to the Poro Point Freeport Zone.
