Pampanga First District Representative Carmelo “Pogi” Lazatin Jr. will donate two months of his congressional salary to launch a Free Casket Program for indigent residents of Angeles City, Mabalacat City, and Magalang.
In partnership with Pangilinan Funeral Homes owned by Philip Pangilinan Samson, the program will begin on September 1, 2025. Families of deceased indigent residents may avail of free caskets by applying through Lazatin’s district office and submitting the required documents:




- Death Certificate (original and photocopy)
- Funeral contract
- Certificate of Indigency from the barangay
- One valid government-issued ID of both the deceased and a relative (if the deceased is a minor, a parent’s ID is required)
A social worker will assess applicants, and qualified beneficiaries will receive a Referral Letter to claim the casket.
This initiative continues Lazatin’s earlier free casket program introduced during his tenure as Angeles City Mayor.
