GATCHALIAN VOWS TO RAISE DEFENSE SPENDING TO 2% OF GDP BY 2028

Senator Win Gatchalian has committed to increase the country’s defense spending to 2% of its Gross Domestic Product (GDP) by 2028, aligning the Philippines with international defense benchmarks observed by NATO countries.

During the Senate budget hearing for the Department of National Defense (DND) and its attached agencies, Gatchalian, who chairs the Senate Committee on Finance, said the goal is both necessary and achievable amid the country’s improving economic performance.

“As long as I am the Chairman of the Senate Finance Committee, I will commit to reach that 2% by 2028,” Gatchalian declared.

Currently, the Philippines allots 1.19% of its GDP for defense, leaving an estimated ₱190 billion shortfall to reach the 2% target. Gatchalian emphasized that the increase is feasible if the government prioritizes the modernization of the Armed Forces and the nation’s overall security posture.

Defense Secretary Gilbert Teodoro, meanwhile, identified key priorities under the proposed funding increase, including deterrence and long-range capabilities, air defense systems, and the development of strategic basing infrastructure.

Teodoro also noted that stronger defense investments help reduce political risks and boost investor confidence — a point echoed by Gatchalian, who said a “secure nation builds a stronger economy.”
