Congressman Carmelo “Pogi” Lazatin, Jr. filed House Bill No. 6170 on November 18, 2025, pushing for the creation of green spaces in barangays, municipalities, cities, and provinces nationwide.
Also this, the bill defines green spaces as areas designed with living elements like plants, trees, and grass, and non-living features like walls, fences, and patios, aimed for recreation, leisure, and public well-being. HB 6170 mandates LGUs to integrate green spaces into their beautification and environmental programs, while prohibiting unauthorized tree cutting, littering, vandalism, and illegal dumping.

Citing WHO guidelines and DENR data, Lazatin emphasized that many urban areas lack adequate green spaces, which are essential for public health, flood and heat mitigation, and accessible recreational opportunities.
During his time as Angeles City Mayor, Lazatin launched the “Pogi ing Barangay Ku” contest from 2022 to 2024 to promote sustainability, cleanliness, and safety in the city’s 33 barangays. The photos feature the contest winners: Cuayan (2022), Pampang (2023), and Malabanias (2024).
