The Department of Finance and the Bureau of Internal Revenue on Monday announced the immediate, temporary suspension of all BIR field audits, including the issuance of Letters of Authority (LOAs), Mission Orders, and related operations.
BIR Commissioner Charlito Mendoza said the suspension—issued under Revenue Memorandum Circular 107-2025—aims to address taxpayer concerns, strengthen internal discipline, and ensure transparency in audit processes. During the suspension, no LOA or Mission Order may be created, printed, signed, or served, except for urgent or legally mandated cases such as ongoing criminal investigations, expiring audits, and refund-related checks.
Finance Secretary Frederick Go emphasized that the move responds directly to long-standing complaints about audit practices, underscoring the government’s commitment to fair, predictable, and abuse-free tax administration.
A Technical Working Group on LOA and Mission Order Integrity has also been formed to lead reforms focused on digital safeguards, uniform audit standards, and improved taxpayer protection.
