The Department of Transportation (DOTr) and Bases Conversion and Development Authority (BCDA) signed an agreement on Thursday to establish Clark International Airport (CRK) as a premier hub for industrial, manufacturing, transport, and other services.

The partnership aims to enhance air transport and logistics operations, improve passenger movement, and attract new economic activities in Central Luzon.
DOTr Secretary Giovanni Lopez emphasized that the agreement will foster market access and opportunities while promoting the country’s aviation and aerospace sectors.

BCDA President and CEO Engr. Joshua M. Bingcang added that the deal will facilitate the growth of manufacturing and transport enterprises around Clark, ensuring that infrastructure supports expansion and smooth operations for logistics and transport firms.

Under the agreement, DOTr, BCDA, and Luzon International Premiere Airport Development (LIPAD) Corp., the airport’s private operator, will establish a dedicated Industrial, Manufacturing, and Transport (IMT) hub and explore incentive programs to attract businesses to the site.

The initiative aligns with President Ferdinand Marcos Jr.’s 2023–2028 Philippine Development Plan (PDP), expected to boost tourism, economic activity, and investment in the region.
