The Malabanias Barangay Council has approved Resolution No. 11, Series of 2025, adopting an ordinance that codifies the Animal Welfare and Protection Code of Angeles City, strengthening local efforts to promote humane treatment and protection of animals.

The measure, sponsored by Kag. Idy Marie Pamintuan, affirms the city’s commitment to ensuring that animals are treated humanely, responsibly, and with respect.
It emphasizes the role of animal welfare in fostering compassion, empathy, and positive values within the community.

Under the ordinance, the code covers all animals kept for domestication, those commercially bred and sold, as well as their owners and any individual or group within the territorial jurisdiction of Angeles City.
It also provides clear definitions of key terms such as animal breeders, companion animals, livestock animals, vaccination tags, and impounding areas to ensure proper implementation and enforcement.

The adoption of the ordinance aims to enhance awareness, strengthen animal welfare mechanisms, and support programs that protect both animals and the public, reinforcing Angeles City’s advocacy for responsible pet ownership and community well-being.
