Dizon denies Leviste allegations on BCDA ‘insertions’

Department of Public Works and Highways (DPWH) Secretary Vince Dizon has denied allegations by Batangas Rep. Leandro Leviste regarding supposed budget “insertions” for flood control projects under the Bases Conversion and Development Authority (BCDA).

In a statement released Tuesday, the DPWH said Dizon “categorically denies the baseless and malicious allegations” concerning alleged insertions or so-called “allocable funds.”

The department stressed that the issue has already been addressed, citing a previous clarification from the BCDA, which Dizon formerly headed.

“The BCDA has already issued a clear statement that it has no flood control projects funded through budget insertions, ‘allocable funds,’ or any discretionary source,” the DPWH said.

It added that any claims of discretionary or allocable funding for BCDA flood control projects are “baseless and false.”

Dizon also questioned the timing of Leviste’s allegations, noting reports that some DPWH personnel have accused the Batangas lawmaker of illegally obtaining files from the late Undersecretary Catalina Cabral. (PNA)
