BCDA beats 2025 revenue target, hits ₱14.1B in Cash Inflows

The Bases Conversion and Development Authority (BCDA) ended 2025 with ₱14.1 billion in cash revenues**, exceeding its ₱10-billion target by more than 40 percent and posting a 20.9 percent increase from the ₱11.66 billion recorded in 2024.

The strong showing highlights BCDA’s solid liquidity position and improved cash generation, driven by increased private-sector activity in its economic zones and the strategic use of land assets for priority national infrastructure projects.

BCDA President and Chief Executive Officer Engr. Joshua M. Bingcang said the results reflect growing investor confidence in BCDA-managed areas. “This allows us to convert land value into real cash flows that directly support government priorities,” he said, adding that the transfer of BCDA properties for infrastructure projects underscores the agency’s role in boosting connectivity and inclusive economic growth.

BCDA clarified that cash revenues refer to actual collections received within the year, providing a clearer picture of liquidity and cash performance, unlike accrual-based figures reflected in audited financial statements.

The 2025 cash inflows were generated from land sales, lease agreements, concession fees, and investment-related receipts across BCDA economic zones. These were supported by higher private-sector investments, improved transport-related concessions, and continued investor interest in key growth areas such as New Clark City and Camp John Hay.

Support for AFP Modernization
From the ₱14.1 billion cash revenues in 2025, an estimated ₱3.29 billion is set to be remitted to the Armed Forces of the Philippines (AFP) Modernization Program. This adds to BCDA’s cumulative ₱103 billion contribution to AFP modernization and military facility replication from May 1993 to December 2025, in line with Republic Act No. 7227.

Under the Bases Conversion and Development Act, BCDA converts former U.S. military bases and Metro Manila camps into economic hubs, generating revenues that support national defense, priority infrastructure, and key socioeconomic programs.

“BCDA remains focused on sustaining strong cash performance,” Engr. Bingcang said. “This enables us to reinvest in high-impact projects, strengthen national defense, and deliver long-term value for Filipinos.”
