CIAC leads shift to Electric Mobility in Clark

The Clark International Airport Corporation (CIAC) has taken a major step toward sustainable transport after acquiring electric vehicles (EVs), becoming the first government agency in the Clark Freeport Zone to integrate EVs into its official fleet in line with the Electric Vehicle Industry Development Act (EVIDA).

CIAC President and CEO Jojit Alcazar said the acquisition of five EV units supports the government’s mandate for the gradual adoption of electric vehicles in public fleets to boost the local EV industry, reduce dependence on fossil fuels, and cut carbon emissions in the transport sector.

“CIAC’s acquisition of electric vehicles is our concrete contribution to the EVIDA law and the national drive toward cleaner and more sustainable mobility,” Alcazar said.

He added that the move is part of CIAC’s fleet modernization program, which includes the disposal of decades-old, unserviceable vehicles and their replacement with environment-friendly alternatives.

The initiative also aligns with Executive Order No. 62 issued by President Ferdinand Marcos Jr. in 2024, extending zero import duties on EVs and their components until 2028 to make electric mobility more accessible nationwide. The order supports the target of at least a 10-percent EV share in government fleets.

Meanwhile, the Department of Energy continues to advance the country’s electric mobility goals through its Comprehensive Roadmap for the Electric Vehicle Industry, which aims for 2.45 million EVs by 2028 and a 50-percent EV fleet share by 2040.

Alcazar said CIAC’s transition to EVs reflects a global shift toward green technologies and climate-resilient development, while also strengthening energy security by reducing reliance on imported fuel.

As the Bases Conversion and Development Authority’s aviation and land development arm, CIAC reiterated its commitment to transforming the Clark aviation complex into the Clark Aviation Capital and a leading global aviation and logistics hub.
