Gov. Ebdane highlights Zambales’ gains, sets forward-looking agenda in State of the Province

Governor Hermogenes E. Ebdane Jr. on Monday reported sustained economic growth, expanded social services, and major infrastructure investments as he delivered his State of the Province Address, underscoring Zambales’ return to and maintenance of its status as a first-class province.

Ebdane attributed the province’s gains to strengthened fiscal discipline and improved revenue generation, saying these advances have translated into better quality of life and wider opportunities for Zambaleños.

In health, the governor said the provincial government prioritized equity and inclusivity by upgrading provincial and district hospitals, improving medical facilities, and increasing healthcare specialists to ensure accessible and affordable care.

Social services were also expanded through programs such as Hatid Serbisyo, which brings government assistance directly to communities, and Tulong Kapitolyo, which provides immediate aid to residents in urgent need.

On the economic front, Ebdane cited continued support for farmers and fisherfolk, alongside efforts to strengthen local tourism, to build a resilient, inclusive, and future-ready provincial economy.

Major infrastructure projects were highlighted, including the construction of a new Capitol Building, a Capitol Multi-Purpose Building, the Zambales Sports Complex Track and Football Stadium, and an annex of the President Ramon Magsaysay Memorial Hospital, as well as roads, water systems, schools, and other community facilities.

The governor also reported expanded educational assistance under Handog Edukasyon and intensified sports development programs aimed at youth formation, discipline, and leadership.

Ebdane reaffirmed the province’s commitment to environmental stewardship and peace and order, stressing the need for climate readiness, sustainable development, and responsive governance.

“The responsibility of leadership is to keep moving forward—steadily, wisely, and with purpose,” Ebdane said, calling on Zambaleños to remain united in facing future challenges.
