NEW TRAINING CENTER OPENS IN NEW CLARK CITY

The Bases Conversion and Development Authority (BCDA), led by President and CEO Joshua M. Bingcang, joined Tarlac Governor Christian Tell Yap in inaugurating a TESDA-accredited off-campus training center at the Athletes’ Village in New Clark City.

The facility will be managed by the Tarlac Center for Learning and Skills Success (TCLASS) and will offer industry-aligned, TESDA-certified Technical Vocational Education and Training (TVET) programs aimed at supporting the growing hospitality workforce in the area.

Through a facility use agreement, BCDA opened key training spaces within the Athletes’ Village to help expand access to technical education and skills training. The initiative is expected to strengthen workforce development efforts and promote inclusive economic growth.

The program also supports the broader economic agenda of Ferdinand R. Marcos Jr., particularly in building a skilled workforce to support emerging growth centers.

Also present during the ribbon-cutting ceremony were Technical Education and Skills Development Authority Provincial Director Maria Andaya Roque and Tarlac Local Economic and Investment Promotions Officer Frances Canlas, who welcomed the first batch of trainees.
