Nine barangays in Angeles City were recognized for their outstanding public service and governance, receiving financial incentives personally awarded by Mayor Carmelo “Jon” Lazatin II.
The awardees were identified as 2025 passers of the Department of the Interior and Local Government’s (DILG) Building Excellence in Service and Transparency (BEST) for Barangay program, a performance-based assessment that promotes transparency, accountability, and effective leadership at the grassroots level.






The recognized barangays are:
- Agapito Del Rosario
- Cutud
- Mining
- Pampang
- Pulung Cacutud
- Salapungan
- Sta. Trinidad
- Sapalibutad
- Amsic





The BEST program evaluates barangays annually based on service delivery, program implementation, and community participation. Out of more than 3,000 barangays in Central Luzon, being named a “BEST passer” reflects a high standard of governance, including efforts in peace and order, health services, anti-drug initiatives, and other community programs.
Mayor Lazatin emphasized the importance of strong leadership at the barangay level, noting that public service should be anchored on good governance rather than personal or political interests.
The city government said the recognition highlights the vital role of barangays as the foundation of effective public service, reaffirming its commitment to support communities that demonstrate excellence in governance.
