The Mabalacat City local government unit reaffirmed its excellence in population and development programs after earning multiple recognitions at the The Outstanding Population Structure (TOPS) Awarding Ceremony held today, led by CPD Region III Regional Director Lourdes Nacionales.
Under the leadership of Mayor Geld Aquino, Mabalacat City was recognized as a leading local government unit in Central Luzon for its effective implementation of key health and development initiatives.



Among the awards received were Best Implementer of the Adolescent Health and Development (AHD) Program, Best Implementer of the Responsible Parenthood and Reproductive Health (RPRH) Program, and Best Implementer of the Population and Development Integration Program.
Mabalacat City also garnered the highest distinction, securing First Place in the Regional Search for The Outstanding Population Structure (TOPS) in Region III.
According to POPGAD head Charlo Costales, the awards reflect the city’s continued efforts to improve the quality of life of its residents through programs focused on health, responsible parenthood, and the integration of population and development strategies across sectors.
Mayor Geld expressed his gratitude to government personnel, partner agencies, and the Mabalacat community for their continued support. He noted that the recognitions would serve as inspiration to further enhance public service and sustain the city’s standing as a model for excellence in the region.
