Cong Pogi pushes for lactation stations, milk banks in all barangay health centers

Pampanga First District Representative Carmelo ‘Pogi’ Lazatin Jr. has filed House Bill No. 8811 seeking the establishment of lactation stations and human milk banks in all Rural Health Units (RHUs) and Barangay Health Centers (BHCs) nationwide.

Filed on March 30, 2026 in line with Women’s Month, the proposed measure mandates local government units to set up clean, private, and accessible breastfeeding areas for nursing mothers. The bill specifies that these stations must not be located in restrooms and should comply with standards set by the Department of Health.

The measure also requires the creation of human milk banks in RHUs and BHCs, subject to accreditation and licensing by the DOH in accordance with the Expanded Breastfeeding Promotion Act of 2009.

Lazatin emphasized the need to strengthen breastfeeding support at the community level, noting that primary healthcare facilities must be equipped with appropriate infrastructure for mothers and infants.

The lawmaker previously advanced similar health initiatives, including House Bill No. 5702 filed in October 2025, which seeks to expand access to mammography services in public hospitals and regular breast examinations in rural health centers.

During his term as mayor of Angeles City, Lazatin led the establishment of the city’s first breastfeeding station at City Hall in 2023, reinforcing his advocacy for maternal and child health.

The proposed legislation aims to improve support systems for breastfeeding mothers while promoting better nutrition and healthcare outcomes for Filipino children.
