San Jose Del Monte City Mayor Rida Robes led the latest RPMD Foundation Inc. “Boses ng Bayan” Governance Assessment, ranking first among city mayors in Central Luzon with an 87.1 percent Index of Governance (IOG) score.

Mayor Vilma Caluag of San Fernando City and Mayor Carmelo ‘Jon’ Lazatin II of Angeles City followed in second place with IOG scores of 84.7 percent and 84.3 percent, respectively.

Mayor Henry Villarica of Meycauayan City and Mayor Susan Yap of Tarlac City shared third place, while other city leaders completed the Top 10 rankings.

The survey measured public trust and performance across key governance areas, including service delivery, infrastructure, transparency, disaster response, and public safety. It was conducted among 5,000 registered voters across Central Luzon from April 1 to 8, 2026, with a ±1 percent margin of error at a 95 percent confidence level.
