From Police Officer to City Councilor: Dayrit brings free legal aid to communities

For Angeles City Councilor Atty. Jeselle Vega-Dayrit, public service did not end when she left the police force. A former Philippine National Police (PNP) officer before entering the legal profession, Dayrit continues her commitment to helping people—this time by bringing free legal services directly to communities.

Atty. Dayrit, who, along with Vice Mayor Amos B. Rivera, were the guests at KapiHann, the monthly media forum of Pampanga Press Club in partnership with Hann Resorts, explained that through regular barangay visits and a daily “Lawyer of the Day” desk at City Hall, she is able to extend free legal consultations and notarial services to indigent residents who would otherwise struggle to afford legal assistance.

Her outreach has taken her to nearly 30 barangays, where she has seen firsthand how the lack of access to legal services affects everyday lives. Among the most common concerns are missing or erroneous birth certificates that have prevented children from enrolling in school and senior citizens from claiming government benefits.

These encounters, Dayrit said, have strengthened her resolve to bring legal assistance closer to the people, particularly those who have neither the means nor the opportunity to seek professional legal help.

She also appealed to parents and midwives to ensure that birth certificates are accurately prepared, noting that simple clerical errors can have lifelong consequences.

Beyond the barangays, Dayrit has also made legal assistance more accessible through the “Lawyer of the Day” desk at Angeles City Hall, where residents can obtain free legal advice and notarial services, saving an estimated ₱500 to ₱1,500 in fees.

For the first-term councilor, extending legal aid is more than delivering a public service—it is a way of ensuring that justice and government assistance reach even the most vulnerable members of the community. She said she remains committed to expanding the program so that more Angeleños can receive the legal help they need without financial burden.
