Police Regional Office 3 (PRO3) secured the second highest ranking among the country’s 18 Police Regional Offices in the Unit Performance Evaluation Rating (UPER) for May 2026, earning an 85.362 percent score and retaining its Very Satisfactory rating.
The achievement marks a significant rise from its 81.841 percent rating in April, allowing PRO3 to move up from third to second place nationwide—a reflection of the region’s strengthened law enforcement operations and commitment to delivering responsive police service across Central Luzon.
The improved performance was driven by major accomplishments in anti-illegal drug operations, with authorities accounting for 49 of 51 High-Value Individuals (HVIs) and 603 of 604 Street-Level Individuals (SLIs) through arrests, surrenders, delisting, or police operations.
PRO3 also intensified its campaign against wanted persons, leading to the arrest of 112 Most Wanted Persons and 496 Other Wanted Persons, while anti-insurgency efforts resulted in the neutralization of two Communist Terrorist Group members, including one with a warrant of arrest.
In its drive against loose firearms, the region recovered 533 firearms and confiscated or recovered 12 loose weapons, contributing to enhanced public safety.
The regional office likewise posted strong investigative results, clearing 19 of 24 murder cases, 112 of 114 theft cases, 27 of 28 physical injury cases, and achieving a 100-percent clearance rate for all recorded carnapping of motor vehicle incidents during the period.
PRO3 Regional Director PBGEN Jess B. Mendez credited the recognition to the dedication, discipline, and professionalism of Team PRO3, saying the milestone reflects the organization’s unwavering commitment to delivering responsive, results-oriented police service and supporting the Philippine National Police’s focused agenda.
He said the achievement serves as an inspiration for the region to sustain its momentum, strengthen crime prevention and investigation efforts, and continue providing “Serbisyong Mabilis, Tapat, at Nararamdaman” to the people of Central Luzon.
The latest ranking further underscores PRO3’s continuing pursuit of operational excellence and organizational efficiency in maintaining peace, order, and public safety throughout the region.
