112 Angeleño families receive land titles

A total of 112 Informal Settler Family (ISF) beneficiaries received their land titles in the first batch of the city’s planned distribution of 660 land titles, marking a major milestone in providing long-term housing security for Angeleño families.

Mayor Carmelo “Jon” Lazatin II led the ceremonial turnover, emphasizing that what the beneficiaries received was “not just a certificate, but a land title” that guarantees legal ownership and can be passed on to future generations.

The initiative is being implemented by the Angeles City Human Settlements and Urban Development Office (ACHSUD) under the city’s B.A.L.E. Program, which seeks to provide sustainable housing and secure land tenure for qualified beneficiaries.

Under the B.A.L.E. Program, the city promotes:

  • B – Building homes in lots with tenurial security, ensuring legal and secure land ownership;
  • A – Affordability of ISF addressed through amortization, making payments manageable for beneficiaries;
  • L – Livelihood beyond household needs, creating opportunities to improve household income and strengthen the local economy; and
  • E – Environmental soundness of the community, fostering safe, orderly, and sustainable neighborhoods.

The city government said the successful title transfer was made possible through the coordinated efforts of ACHSUD, the Angeles City Council, the City Assessor’s Office, and the City Treasurer’s Office.

Officials described each land title as more than a legal document, but a symbol of security, dignity, and hope that gives families peace of mind and the assurance that their homes can be passed on to the next generation.

The land title distribution forms part of the Lazatin administration’s continuing efforts to provide long-term solutions in housing alongside its programs on education, healthcare, and livelihood, with the goal of building stronger and more secure communities across Angeles City.
