BCDA advances Poro Point Seaport upgrade

The Bases Conversion and Development Authority (BCDA) has taken a major step toward modernizing the Poro Point Seaport in La Union after signing an agreement for project preparation and transaction advisory services.

BCDA President and CEO Joshua M. Bingcang signed the contract with the Public-Private Partnership (PPP) Center of the Philippines and the joint venture of Isla Lipana & Co. and Cabrera & Co., paving the way for the redevelopment of the San Fernando International Seaport into a modern, fully containerized gateway.

The project aims to upgrade the existing bulk and break-bulk terminal with advanced terminal systems, modern cargo-handling equipment, and improved logistics infrastructure to enhance trade, boost logistics efficiency, and support economic growth across Northern Luzon.

BCDA targets the start of construction in the second quarter of 2027, with project completion expected by 2029.

The modernization project forms part of President Ferdinand R. Marcos Jr.’s ‘Build Better More’ infrastructure program, which seeks to strengthen regional connectivity, attract investments, and promote inclusive economic development.
