The Municipality of Porac has issued a Cease and Desist Order (CDO) against the sanitary landfill of Eco Protect Management Corporation (EPMC) located in Barangay Mancatian, Porac.
The order, dated October 9, 2026 from the Office of the Municipal Mayor, directs EPMC, its officers, employees and contractors to cease accepting new waste transport vehicles and to cease waste management and disposal operations at the site.
Under the order’s staggered wind-down directive, the LGU ordered EPMC to immediately inform all clients to suspend future dispatches and divert waste to alternative licensed facilities. Waste haulers already in transit or queued outside the facility as of service of the order were given a grace period to complete offloading until 5 PM of October 11, 2026. A total site shutdown was set for 12:01 AM of October 12, 2026.
The municipality said the order was based on a joint ocular re-inspection conducted on September 3, 2026, and a Notice of Violation issued on October 1, 2026. The LGU cited alleged violations of Republic Act No. 9003 (Ecological Solid Waste Management Act), Republic Act No. 9275 (Philippine Clean Water Act), Presidential Decree No. 856 (Code on Sanitation), and other environmental regulations.
A summary hearing was conducted on October 15, 2026, at the Porac New Municipal Hall in Barangay Cangatba.
The CDO states it will remain in force until lifted by written order upon verified compliance and without prejudice to actions by DENR-EMB and other competent agencies.
