DISCIPLINE IN THE RANKS: SURPRISE DRUG TEST CONDUCTED AT PRO3 COMMAND CONFERENCE

In line with President Ferdinand R. Marcos Jr.’s directive for a more responsive, disciplined, and humane police service, a surprise drug test was conducted for officials of the Police Regional Office 3 (PRO3) during the Command Conference led by Regional Director PBGen Jean S. Fajardo on June 6, 2025, at PATROL Hall, PRO3 Multi-Purpose Center, Camp Olivas.

Attendees included members of the PRO3 Command Group, Regional Staff, Provincial and City Directors, Chiefs of Police, Force Commanders of Mobile Forces, and other key officers. One of the main highlights of the event was the random drug testing, part of the intensified campaign against illegal drugs and a move to ensure that police leadership remains drug-free and trustworthy.

In her message, PBGen Fajardo laid out the core directives of the newly appointed Chief PNP, PGen Nicolas D. Torre III, anchored on three pillars: fast and responsive public service, unity and high morale within the ranks, and intensified modernization.

She also stressed the importance of a stronger police presence in communities through fixed visibility points, checkpoints, and chokepoints to maintain public order and safety. All police stations were instructed to improve their radio communication systems and conduct regular equipment inspections to ensure preparedness in any situation.

PBGen Fajardo also promoted the implementation of the Chief PNP’s eight-hour duty policy across three shifts: 6:00 AM–2:00 PM, 2:00 PM–10:00 PM, and 10:00 PM–6:00 AM — aimed at safeguarding the health, efficiency, and well-being of police personnel.

“Let us unite to uphold discipline and professionalism within our organization. As leaders, it is our duty to set the example of proper conduct and honest service. As peacekeepers, we will not hesitate to discipline anyone who violates our code of conduct,” PBGen Fajardo firmly stated.

She called on all commanders to ensure the immediate and full implementation of these directives down to the lowest units in the region.
