Transportation Secretary Vince Dizon has issued Department Order 2025-002, creating the Flagship Project Management Office (FPMO) in response to President Ferdinand Marcos Jr.’s directive to fast-track key transportation infrastructure projects aimed at improving commuter mobility and reducing travel time.

The President had previously instructed Secretary Dizon to expedite the implementation of priority transport system infrastructure projects that will enhance physical connectivity and provide more efficient transportation for the public.
Under the newly issued department order, the DOTr-FPMO will be responsible for directing policies and ensuring that the Department of Transportation (DOTr) dedicates maximum effort and resources toward the implementation of priority infrastructure flagship projects (IFPs). Additionally, the FPMO will oversee and monitor the progress of these projects to ensure their timely completion.
Among the priority IFPs that will fall under the supervision of the FPMO are the Metro Manila Subway Project, the North-South Commuter Railway Project, the EDSA Busway Project, the EDSA Greenways Project, the Cebu Bus Rapid Transit, and the Davao Public Transport Modernization Project. Secretary Dizon himself will lead the office as its chair, personally overseeing the implementation and ensuring strict adherence to project timelines.
Furthermore, Secretary Dizon will have the authority to identify and designate additional projects as priority IFPs when deemed necessary. He will also closely monitor the progress of each identified project, setting specific deadlines for partial operability and overall completion to maintain efficiency.
“This PMO is something I will personally lead. I will directly oversee these projects, ensuring they adhere to strict timelines. We will impose clear deadlines to keep the projects on track and ensure their swift completion,” Secretary Dizon stated.
In addition to project oversight, the DOTr-FPMO will coordinate with DOTr sectors, attached agencies, partner and implementing agencies, and other government departments involved in infrastructure development. Its functions will include monitoring, reporting, and evaluating priority IFPs while also consolidating and mobilizing resources to streamline budgeting and synchronize project implementation efforts.
The establishment of the FPMO underscores the Marcos administration’s commitment to accelerating transport infrastructure development and enhancing public mobility through well-coordinated and efficiently executed projects.
