GATCHALIAN: NO ‘PORK BARREL’ IN LGU FUNDS

Senate Finance Committee Chairperson Senator Win Gatchalian firmly rejected allegations that the Senate inserted ₱17.9 billion worth of so-called “pork barrel” funds for Local Government Units (LGUs) in the proposed 2026 national budget.Gatchalian described the claim made by ACT Teachers party-list Representative Antonio Tinio as “baseless and grossly misleading,” stressing that all Senate-led budget adjustments were carried out transparently and in full compliance with the Constitution.

He clarified that the increase in the Local Government Support Fund (LGSF) does not constitute pork, but rather serves as a direct investment in local communities.

According to the senator, strengthening LGUs ensures that public funds reach the grassroots, supporting essential services such as health facilities, classrooms, and disaster preparedness initiatives.

The senator also addressed concerns over the reduction in the Miscellaneous Personnel Benefits Fund (MPBF), emphasizing that it should not be interpreted as a cut to government employees’ benefits.

He noted that the Department of Budget and Management (DBM) has explained that the MPBF functions as a contingency reserve fund and is not earmarked for salaries or guaranteed benefits.

Gatchalian reiterated that the Senate remains committed to a transparent, lawful, and people-centered budgeting process.
