Gibo bats for continuing research and development

Former Defense Secretary Gilberto ‘Gibo’ Teodoro, Jr. called for government programs such as the Department of Science and Technology (DOST) Balik Scientist Program (BSP) in order for Filipinos to create an innovation culture with actual results rather than just being an outsource destination.

The BSP’s objective is to encourage Filipino scientists and technologists to return to the Philippines and share their expertise for the development of the country.

Gibo Teodoro, a senatorial candidate, urged the private sector to engage in research and development particularly in emerging and disruptive technologies, the results of which may revolutionize the way we commonly do things. He said intense education and investments in research and development oftentimes are without certainty in outcomes.

Likewise, Gibo Teodoro, who has vast experience in various capacities in both public service and the private sector, said the that the government must have the ability to prevent threats such as cyber security and the pandemic.

Teodoro said that no matter what quality of information technology hardware the government has, if it does not have the capability in terms of human capital to be innovators and be ahead of the curve, will always be vulnerable to those who intend to do it harm.
