Mayor EdSa recognizes outstanding CSF employees

The City Government of San Fernando, through the City Human Resource Management Office (CHRMO), once again feted its outstanding offices and employees who showed utmost dedication and excellence to public service, especially in responding to COVID-19 pandemic.

Before the year 2021 ended, the City held a blended in-person and virtual recognition rites for those who serve in health-related projects, vaccination, peace and order, employee welfare, and information and communication, among others.

For 2021, the individual awards were divided into two categories, namely, Natatanging Lingkod Bayani-COVID-19 Operations and Natatanging Lingkod Bayani-Support Operations.

Two categories were also set among the offices: Pandemic Resilient Office Award and Most Cooperative and Participative Office Award.

Leading the in-person rites were Mayor Edwin “EdSa” Santiago, Vice Mayor Jimmy Lazatin, City Administrator Atty. Atlee Viray, and CHRM Officer Dr. Rachelle Yusi.
Below is the complete roster of awardees:

NATATANGING LINGKOD BAYANI AWARD – COVID-19 OPERATIONS CATEGORY. Grand Winner: Ms. JOANNA MARIE VITUG of City Health Office, Task Group Contact Tracing and Surveillance

I. NATATANGING LINGKOD BAYANI AWARD. This is given to the individuals who have worked most effectively and efficiently for the improvement of public service and has performed exemplary dedication and contribution to duty. The employee has also demonstrated exemplary conduct on the basis of his behavior described under RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, has displayed commitment to public interest over and above personal interest and has extent prompt, courteous and efficient service to the public.

  • Grand Winner: Ms. JOANNA MARIE VITUG of City Health Office, Task Group Contact Tracing and Surveillance
  • Second Place: Ms. MARIA LIEZEL S. CANLAS of City Health Office Vaccination Cluster
  • Third Place: Ms. CANNETH C. MANGALUS of CSWDO Task Force Kalinga

PANDEMIC-RESILIENT OFFICE AWARD (SOCIAL DEVELOPMENT CLUSTER). Grand Winner – City Health Office: Operationalization of the Swabbing Facility

Economic and Environmental Development Office

  • City Engineer’s Office: Construction and Conversion of Buildings into Quarantine Facilities
  • City Tourism and Investment Promotion Office: Management of Returning Overseas Filipino, Overseas Filipino Workers and Local Stranded Individuals
  • Office of the City Building Official: Integration and Utilization of E-platforms to Online Evaluation of Constructions Permits
  • City General Service Office: Electronic Communication (EC) Records
  • City Agriculture and Veterinary Office: Quarantine Gulayan

Governance Cluster
Grand Winner: City Information Office: Production of New programs Intended for Live/Real Time Conversations Amidst the Pandemic

Nominees:

  • City Treasurer’s Office: Productive Shift to Electronic Communication and Digital Transactions
  • City Assessor’s Office: Implementation of the CASSO Queueing and Reporting System
  • City Legal Office: Representation as Legal Counsel of the City Government in all Civil Actions and Special Proceedings Filed for and Against It
  • City Information and Communications Technology Office: Vaccine Information Management System (VIMS)
  • City Human Resource Management Office: Conduct of Online Interviews and Examinations during the Community Quarantine

IV. MOST COOPERATIVE AND PARTICIPATIVE OFFICE AWARD. Showcasing of continuous support and compliance to the Infection Control Program Process, particularly in the conduct of Fernandino Fit Exercise and Daily Monitoring Checklist

  • City Administrator’s Office-ICD


Other special awards include Lifetime Achievement Award (retirement); Career and Self-Development Award (pursuance of further studies); and, Special Citations (award-winning offices and individuals outside of the LGU). Awarding ceremony for these was held on October 2021 at Heroes Hall where over 20 individuals were recognized.
