The Metro Pacific Tollways Corporation (MPTC), led by businessman Manuel V. Pangilinan, is expanding its KaBiyahe Rebate Program to more expressways in Luzon to help ease transport costs amid rising fuel prices.
In partnership with the Bases Conversion and Development Authority (BCDA) for SCTEX and the Philippine Reclamation Authority (PRA) for CAVITEX, the program will now cover NLEX, SCTEX, and CAVITEX for two months, from March 23 to May 22, 2026.



The initiative aims to provide temporary financial relief to the transport sector, stabilize the cost of moving essential goods, and support overall economic activity.
Under the expanded program, qualified Class 2 Public Utility Buses (PUBs), modernized jeepneys, and Class 3 vehicles will receive toll rebates equivalent to rates prior to the latest adjustments.
To qualify, Class 3 vehicles must be active Easytrip subscribers in good standing and not enrolled in other toll discount programs. Meanwhile, PUBs and modernized jeepneys must be registered with the Land Transportation Franchising and Regulatory Board (LTFRB), enrolled in the KaBiyahe program, and maintain valid Easytrip accounts. Applications for these public transport vehicles will be accepted from March 23 to April 5.
Transport operators with traffic violations during the program period will be disqualified from receiving rebates.
MPTC said existing programs will also continue, including the PASSADA Program for Class 1 public utility jeepneys in northern routes, while the Abante Program in CAVITEX will be reactivated for two months.
