PBGen. Cesar Pasiwen is new PNP Region 3 Director Pasiwen, who hails from Mankayan, Benguet, is a member of Philippine National Police Academy (PNPA) Sandigan Class of 1994.
Prior to this current post, he served as Executive Officer of Area Police Command-North Luzon.
He replaces PBGen Matthew Baccay who was re-assigned at the Directorate for Personnel and Records Management in Camp Crame.
