Private developers back BCDA, support changes to RA 7227

Leading developers in BCDA economic zones have voiced their support for proposed amendments to Republic Act 7227, highlighting the importance of the state-run agency in driving growth, attracting investments, and creating jobs for Filipinos.

Filinvest Land Inc. (FLI), Ayala Corp., Megaworld Corp., and Hann Development Corp. (HDC) expressed their backing for House Bill 8505 and Senate Bill 2647, pointing to BCDA’s proven track record in fostering economic development.

FLI, which developed the 288-hectare Filinvest New Clark City in Tarlac and the 201-hectare Filinvest Mimosa+ in Pampanga, called BCDA a “key progress catalyst” in Central Luzon and a reliable partner in building townships, business hubs, and industrial zones. FLI President and CEO Tristaneil D. Las Marias emphasized that the proposed extension of BCDA’s mandate would boost investor confidence and help continue progress in key areas.

Ayala Corp. also praised its partnership with BCDA, which led to the development of Bonifacio Global City and the Ayala Land Technohub in Baguio City. Ayala President and CEO Cezar P. Consing stressed the importance of extending BCDA’s corporate life by 50 years, underscoring its role in creating jobs and stimulating growth. Ayala also supports converting parts of BCDA’s ecozones into lands that can be sold for development, enabling BCDA to make a greater economic and social impact.

Megaworld echoed similar sentiments, citing its collaboration with BCDA in developing McKinley Hill, Uptown Bonifacio, and Newport City—areas that have become key drivers of employment. Kevin Andrew L. Tan, CEO of Alliance Global Group Inc., said that extending BCDA’s term would bring further benefits to the country, and converting some ecozones into freehold lands would enhance the competitiveness of township developments.

Hann Development Corp., developer of Clark’s Hann Casino Resort and Hann Reserve in New Clark City, also supports the extension, noting that it would provide long-term stability for BCDA’s projects. Hann Chairman and CEO Dae Sik Han emphasized that this continuity is essential for sustained growth and investor confidence.

Senate Bill 2647 seeks to declare certain portions of BCDA ecozones as alienable and disposable lands for residential, industrial, and institutional use, and extend BCDA’s corporate life by 50 years. The counterpart House Bill 8505 was approved in August.
