The Pampanga State Agricultural University (PSAU) formally inaugurated its Agri-Aqua Technology Business Incubator (ATBI) Facility on May 6, 2025, marking a significant milestone in advancing agribusiness innovation and commercialization in Central Luzon.

PSAU President Dr. Anita G. David led the launch held at the university’s Innovation Building, which featured a ribbon-cutting ceremony and the unveiling of the PSAU-ATBI marker.

The facility was established through the project titled “Upgrading the Technology Business Incubator (TBI) Facility of Pampanga State Agricultural University,” funded by the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD).

Designed to support startups and local enterprises, the ATBI facility includes a dedicated office for the Sibul TBI team, an agri-based technologies showroom, a conference room, and shared workspaces for incubatees.

Vice President for Research, Innovation, Extension, and Training (VPRIET) Dr. Geraldine C. Sanchez and Office of Innovation Director Assoc. Prof. Walter L. Pacunana are spearheading the initiative to ensure that Sibul TBI fulfills its mandate of promoting science-driven innovation that benefits farmers, fisherfolk, and agribusiness communities in the region.
Representatives from key partner and funding agencies, including DOST-PCAARRD’s Technology Transfer and Promotion Division (TTPD), Institution Development Division (IDD), and the Department of Agriculture – Bureau of Agricultural Research (DA-BAR), were present during the event.
Also in attendance were regional stakeholders from the Food and Drug Administration (FDA) North Luzon Cluster, Bureau of Fisheries and Aquatic Resources (BFAR) Region III, Department of Agriculture – Regional Field Office III (DA-RFO III), DOST-Pampanga Provincial Science and Technology Office, National Economic and Development Authority (NEDA), Department of Budget and Management (DBM), Central Luzon Agriculture, Aquatic and Resources Research and Development Consortium (CLAARRDEC), RAISE Central Luzon Network, and Sulong Central Luzon.
The Sibul TBI aims to serve as a catalyst for inclusive growth in the agriculture, aquatic, and natural resources (AANR) sectors by nurturing innovation and supporting the development of sustainable agri-based enterprises.
