This has reference to the circulating social media post and reels by a traveler arriving from Dubai, UAE, on 3 May 2024, which have gained significant attention online, accusing Bureau of Customs (BOC) Officers at Clark International Airport of misconduct. This post has garnered millions of views, along with numerous likes, shares, and comments, sparking discussions online.

During the traveler’s arrival, standard procedures were followed beginning with the use of x-ray machines. Should physical examination of the luggage be necessary, this shall be done by Customs Lane Examiners to be witnessed by the passenger. The traveler was duly informed of her rights, privileges, and the responsibilities of Customs Officers as mandated by the Customs Modernization and Tariff Act (CMTA) and as stated in the Customs Baggage Declaration Form (CBDF). This can be heard and seen in the video. This is standard policy in all countries. The rules and regulations of the Bureau are in line with customs services worldwide based on various treaties and agreements.

There are also numerous digital boards in the airport which provide information on the process of completing electronic declarations. This is among the best practices followed by BOC Clark.

However, the traveler failed to declare the items, which are considered dutiable goods in the declaration form. Such non-declaration is a violation of Section 1404 of the CMTA, leading to possible seizure, surcharges, and other penalties. Furthermore, the recording and posting of Customs Officers during the conduct of official functions and operations is likewise prohibited by law.

Unfortunately, the acts of the passenger during and after the lawful search including posting online of baseless insinuations of wrongdoing and false claims, have exposed Customs Personnel to harm. We implore the public to refrain from the use of violent and hateful language and instead forward their inquiries to Customs Clark International Airport through clark@customs.gov.ph
