Speaker  vows  House support  to local gov’t thru priority bills

House Speaker Martin Romualdez committed to support local government units (LGUs) thru priority bills by providing necessary legislation to empower provinces, cities and municipalities to uplift the lives of the people.

Romualdez said during the 4th General Assembly of the League of Provinces of the Philippines that he understands the challenges that LGUs face, saying the House of Representatives approved on third and final reading House Bill No. 6557 which seeks to legislate and institutionalize an Income Classification System that is reflective of the financial capability of LGUs.

“Another priority bill that we approved on final reading is House Bill No. 7354, which mandates the establishment of safe, fully-equipped and fully-operational evacuation centers in every city and municipality. Additionally, the House of Representatives is committed to enhancing disaster resilience and preparedness in all the provinces. Therefore, we are pushing for the enactment of a bill into a law which I filed creating the Department of Disaster Resilience,” Romualdez said.

The Speaker also said the House passed on third and final reading House Bill No. 7006 or an act providing for a Magna Carta for Barangay Health Workers.

“We also approved on third and final reading and have transmitted to the Senate the bill establishing the Negros Island Region (NIR). This legislation outlines the governance structure, powers and responsibilities and resources allocated through the revived NIR ensuring effective coordination, enhanced service delivery and equitable development,” he cited.

Romualdez also shared that the bill establishing an onsite, in-city, near-city or off city local government program for informal settler families has been approved on third reading.

“We are also deliberating on another priority measure that seeks to create a mandatory position for a human resource management officer and business permit licensing officer in LGUs. These positions ensure efficient management of human resources, streamlined business permit licensing processes, promote good governance and accountability and enhance professionalism and specialization,” he added.

Romualdez said the House of Representatives believes that by working together, they can create an environment where LGUs can thrive, communities can prosper and every Filipino can enjoy a better quality of life.

“The House of Representatives stands as your ally and advocate, ready to work hand in hand with you to champion the legislation that brings about positive change in our provinces. Together, let us build a future where our LGUs are empowered, our communities are resilient, and the aspirations of every Filipino are realized,” he said.

With this, he thanked the LPP for its unwavering dedication and commitment to public service, as he urged the governors to continue working together for the progress and prosperity of their respective provinces and the country. (PIA 3)
