The Bases Conversion and Development Authority (BCDA) earned an impressive overall score of 92.34% from the Governance Commission for GOCCs (GCG) after its 2023 Performance Scorecard was validated. This recognition underscores BCDA’s effective contributions in key areas such as enhancing military facilities, creating livable communities, remitting funds to the Armed Forces of the Philippines (AFP) and the national government, and delivering high-quality infrastructure and development projects in a timely and efficient manner.
The agency’s top score reflects its strong commitment to good governance, including its successful development of special economic zones in alignment with a comprehensive master plan, its robust partnerships with stakeholders, and the implementation of sound internal control systems. Additionally, BCDA’s adherence to international standards through process certifications and its focus on sustainability through recurring revenues and cost management further contributed to its stellar performance.
The Performance Scorecard is part of the Performance Evaluation System (PES) set forth by the GCG, in accordance with Republic Act No. 10149 , or the “GOCC Governance Act of 2011.” The system is designed to help Government-Owned and Controlled Corporations (GOCCs) set clear organizational targets and is used as a basis for granting Performance-Based Incentives , determining Appointive Directors’ eligibility for reappointment, and assessing the overall status and continuity of a GOCC.
