The Bases Conversion and Development Authority (BCDA) continues to strengthen its efforts to expand affordable housing opportunities in New Clark City through a new partnership with real estate developer AMA Land, Inc.
On June 13, 2025, BCDA President and CEO Joshua M. Bingcang and AMA Land Chairman Emeritus Dr. Amable R. Aguiluz V signed a memorandum of understanding (MOU) to jointly conduct feasibility and business case studies for a potential affordable housing development in the emerging smart city.
The collaboration aims to combine BCDA’s strategic land development mandate with AMA Land’s expertise in real estate to create inclusive, sustainable, and climate-resilient housing communities. The project seeks to provide quality homes that allow Filipino working families to live close to jobs, schools, and essential services.
“Together, we will explore how to design homes that are not just affordable, but well-connected, climate-resilient, and empowering—homes that allow working families to live near jobs, education, and opportunity,” said Engr. Bingcang.
“We thank AMA Land, led by Dr. Aguiluz, for sharing our belief that development must reach all sectors of society. Together, we are planting the seeds for communities that future generations will inherit with pride,” he added.
Under the agreement, AMA Land will lead the technical assessments, feasibility studies, and business case preparations. The findings will focus on ensuring that the proposed housing development offers a diverse mix of units suitable for varying income levels and family needs, while promoting accessibility and sustainability.
“This MOU signifies more than just a formal agreement; it represents a shared vision and a concrete step towards addressing critical needs within our nation,” said Dr. Aguiluz, who also serves as the Philippines’ Special Envoy to Japan for Trade and Investments. “The collaboration between BCDA and AMALI is aimed at tackling the pressing issues of housing shortage and climate change.”
New Clark City, envisioned as the Philippines’ first smart, green, and resilient metropolis, is being designed to create livable and inclusive communities while driving national economic growth. Expanding affordable housing in the area also supports the Marcos administration’s goal of closing the country’s housing gap, aligned with the Philippine Development Plan 2023-2028.
The new partnership with AMA Land builds on BCDA’s existing efforts to provide affordable housing in New Clark City. In 2023, BCDA partnered with the Department of Human Settlements and Urban Development (DHSUD) under the Pambansang Pabahay Para sa Pilipino Program (4PH). Earlier this year, it also signed a Php4.8 billion lease agreement with South Korea-based Saekyung Unitless Co. and Sta. Clara International Corp. to build over 3,300 residential units in the city, some of which will be subsidized under the 4PH program.
As New Clark City continues to take shape, these initiatives demonstrate BCDA’s commitment to building vibrant, inclusive communities that meet the needs of present and future generations.
