Bases Conversion and Development Authority (BCDA) President and Chief Executive Officer Engr. Joshua M. Bingcang has been named one of Stargate PeopleAsia Magazineโs โMen Who Matterโ for 2025, a recognition of his transformative leadership in building cities and uplifting communities.
Praised as a โmanagement maven,โ the Pampanga-born executive was honored for his ability to surpass government-set targets while ensuring that BCDA projects remain focused on empowering communities and improving Filipino lives.
โHis leadership of BCDA is the perfect case study on management and corporate governance,โ PeopleAsia noted in its citation.
Engr. Bingcang has played a key role in landmark projects that helped reshape the countryโs economic landscape, including Bonifacio Global City, Subic-Clark-Tarlac Expressway, Clark International Airport, and New Clark City.
Under his stewardship, BCDA achieved its highest-ever remittance to the National Treasury this yearโโฑ5.17 billion, including a record โฑ2.04 billion dividend that represents 80% of its net earnings. The agency also ranks among the countryโs top-performing government-owned and -controlled corporations (GOCCs) and stands as the third-highest investment promotions agency in terms of project approvals.
For 15 consecutive years, BCDA has received the highest audit rating from the Commission on Audit. During Bingcangโs term, its classification under Executive Order No. 150 was elevated from Tier 2 to Tier 1, the highest ranking for GOCCs.
