The Bases Conversion and Development Authority (BCDA) recorded a significant surge in approved investments during the first quarter of 2025, reaching ₱7.72 billion—a more than threefold increase from the ₱2.49 billion posted in the same period last year. The 209.9% growth underscores rising investor confidence in BCDA’s key development areas, particularly New Clark City in Tarlac and Camp John Hay in Baguio City.
“This strong performance reflects the private sector’s enduring trust in the long-term value of our economic zones. These high-impact investments will fuel business activity and economic growth while generating jobs and livelihoods for local communities,” said BCDA President and CEO Joshua M. Bingcang.
Local investments accounted for the bulk of the total at ₱5.81 billion, while foreign investors contributed ₱1.91 billion.
Among the largest investments is a ₱2.7-billion, 50-year lease agreement with Science Park of the Philippines Inc. for the development of a 100-hectare industrial park in New Clark City.
Another major project comes from a Filipino-South Korean consortium composed of Sta. Clara International Corp., Saekyung Realty Corp., and Korea Overseas Infrastructure and Urban Development Corp. The group committed ₱4.8 billion to build an affordable housing complex in New Clark City, supporting the Marcos administration’s Pambansang Pabahay Para sa Pilipino Program.
In Camp John Hay, four local companies partnered with BCDA following the government’s recovery of a 247-hectare leased area. Stern Real Estate and Development Corp. will invest ₱178 million to expand the Le Monet Hotel and Filling Station food court. Food and beverage companies Top Taste and Trading Inc., Prime Collective Corp., and Amare La Cucina also signed agreements to open restaurants and cafes, with investment commitments ranging from ₱20 million to ₱30 million.
