𝐁𝐂𝐃𝐀 𝐢𝐬𝐬𝐮𝐞𝐬 𝐬𝐭𝐚𝐭𝐞𝐦𝐞𝐧𝐭 𝐨𝐧 𝐊𝐚𝐥𝐚𝐧𝐠𝐢𝐭𝐚𝐧 𝐬𝐚𝐧𝐢𝐭𝐚𝐫𝐲 𝐥𝐚𝐧𝐝𝐟𝐢𝐥𝐥 𝐩𝐫𝐨𝐣𝐞𝐜𝐭’𝐬 𝐞𝐧𝐝-𝐨𝐟-𝐜𝐨𝐧𝐭𝐫𝐚𝐜𝐭

In a bid to prevent the disruption of waste management services with the expiration of the 25-year contract of the Metro Clark Waste Management Corp. (MCWMC) for the operations of the Kalangitan solid waste facility in Capas,Tarlac in October 2024, the Bases Conversion and Development Authority (BCDA) has been in talks with local government leaders and other stakeholders to explore alternative solutions on the matter.

The sanitary landfill is located in the city center of New Clark City, which has been master planned and is currently being developed into a premiere investment and tourism hub in the country. The land use for such a landfill facility is no longer aligned with the planned development of the area. 

Extending the period of the contract between Clark Development Corporation (CDC) and MCWMC beyond the expiration date is invalid because the contract is a product of public bidding under the Build-Operate-Transfer (BOT) Law. The extension of the period is a material amendment that will change the basic parameters of the bidding and will circumvent the BOT Law.

With the impending end-of-contract of MCWMC, BCDA, with the support of local government heads, has been actively looking for alternative solutions and more appropriate locations that will not disrupt the process of waste management and will not adversely affect the health and well-being of the community.
