CDA Empowers Central Luzon Cooperatives with Key Initiatives

The Cooperative Development Authority (CDA) remains steadfast in empowering cooperatives in Central Luzon, focusing on growth, sustainability, and economic contribution to local communities.

Speaking during the 27th episode of Kapihan sa Bagong Pilipinas hosted by the Philippine Information Agency, CDA Assistant Regional Director Carolina Miguel emphasized the administration’s directive to prioritize agricultural cooperatives.

β€œThis administration is committed to capacitating agricultural cooperatives by equipping farmers with entrepreneurial skills and ensuring the sustainability of their organizations,” Miguel said.

CDA Region 3 has implemented several financial aid programs to bolster cooperatives. These include the Malasakit Program, which has provided PHP 50,000 each to 23 cooperatives, and the Consumers, Marketing, Producers, and Logistics (CMPL) program, which granted PHP 400,000 each to 15 cooperatives.

β€œThese programs are vital in providing much-needed startup or additional working capital for cooperatives, enhancing their sustainability,” Miguel added.

The CDA has collaborated with national agencies to provide irrigation machinery, post-harvest facilities, and processing equipment. Cooperatives have also supplied commodities for the Department of Education and the Department of Social Welfare and Development’s feeding programs.

To address leadership challenges, over 52,000 cooperative officers and members have undergone training, with 333 cooperatives completing business continuity management programs. CDA also partnered with local governments to certify 109 cooperative development officers and conducted barangay-level orientations to promote cooperative development.

Innovative Programs for Modernization
CDA Region 3 has introduced the e-Coop Biz program, enabling cooperatives to leverage digital tools for global market exposure. The Coop Kapatid initiative fosters partnerships between larger and smaller cooperatives, promoting mutual support and shared success.

β€œPrograms like these not only modernize cooperatives but also position them for greater competitiveness in both local and global markets,” Miguel explained.

Central Luzon leads in the Credit Surety Fund (CSF) program, with four registered cooperatives and recognition as the best-performing region in CSF initiatives. CDA Region 3’s Regional Director Marietta Hwang was recently honored with the 2024 International Cooperative Innovator Award in the United States.

From 2022 to October 2024, CDA registered 354 new cooperatives in Central Luzon, bringing the total to 3,609. The region’s cooperatives boast a combined asset value of PHP 43.6 billion and a net surplus of PHP 1.39 billion, reflecting their significant economic impact.
