Cong Pogi pushes ‘Bale Pusu’ Bill for Elderly Care Nationwide

First District Representative Carmelo “Pogi” Lazatin, Jr. has filed House Bill No. 2422, seeking to establish at least one ‘Bale Pusu’ Home for the Elderly in every city and municipality across the country.

The proposed measure aims to provide shelter and care for elderly individuals who have been abandoned or have no family support. It is modeled after the Bale Pusu Home for Abandoned Female Elderly in Barangay Sta. Teresita, Angeles City, which Lazatin launched as city mayor in 2021.

The Angeles-based facility provides rescued elderly women with free vitamins and medicines, regular medical check-ups, hygiene kits, clothing, and safe shelter. The center can house 8–12 seniors and includes a receiving area, activity and dining spaces, dorm-style sleeping quarters, and a kitchen.

Under the bill, a Special Committee on Bale Pusu will be created to ensure the centers are adequately staffed and equipped with health, recreational, and eldercare facilities, including access to electricity, water, and a central database of beneficiaries.

Known for his strong advocacy for senior welfare, Lazatin has continued his doorstep delivery of medicines and assistance to bedridden seniors in Angeles City, Mabalacat, and Magalang, even after assuming office as congressman on July 1, 2025. His outreach includes P2,000 cash aid, Vitamin C supplements, five kilos of rice, and free medical check-ups, all personally funded.
