LTO Region 2 Officials in viral abuse video sacked

Two Land Transportation Office (LTO) Region 2 officials have been removed from their positions after a video showing them physically assaulting two individuals, including a minor, went viral.

Transportation Secretary Vince Dizon ordered the immediate relief of Assistant Regional Director Manuel Baricaua and Chief Enforcer Charles Ursolum, reiterating President Ferdinand Marcos Jr.’s directive for government officials to serve with integrity and respect.

“Paulit-ulit na sinabi ng Pangulo — kami sa gobyerno ay hindi nandito para maghari-harian o mang-abuso,” Dizon said. “We are not here to harm or mistreat the public.”

Their dismissal follows the earlier removal of LTO Baguio MV Registration chief Edilberto Bongaoen, who was arrested for drunk driving.

Secretary Dizon has directed LTO Assistant Secretary Vigor Mendoza to provide legal assistance to the victims in pursuing charges against the two officials.

He also issued a stern warning to all DOTr and attached agency personnel: “Kung meron kahit isang opisyal ng ahensya na hindi sumunod sa utos ng Pangulo, pasensyahan na lang.”

Dizon called on the public to help keep government accountable by reporting abusive behavior from transportation officials.
