The Angeles City government is currently caring for 91 mentally-challenged individuals under the Integrated Mental Health Program initiated by Mayor Carmelo “Pogi” Lazatin Jr.
These individuals were found wandering the streets of the city, some seemingly abandoned or lost. In response, Mayor Lazatin is calling on the public to assist in locating their families. He encouraged those who may have missing relatives or acquaintances to contact the Gender and Development Office (GAD) or the City Social Welfare and Development Office (CSWDO) at 0935-211-7513.
Many of the individuals under the program are from neighboring towns, prompting Mayor Lazatin to develop a system to ensure their safety and well-being, while also protecting the people of Angeles City.
According to GAD records, 78 individuals are being cared for at the Shelter of Goodwill Health Services in Magalang, Pampanga, while 13 are at St. Claire Psychiatric Homecare in Bacolor, Pampanga. Out of the 208 individuals initially admitted to various healthcare facilities, 109 have been discharged and returned to their families across the Philippines. However, eight individuals have passed away and were buried in the public cemetery in Barangay Sapalibutad, Angeles City, as no relatives came forward to claim their bodies.

The Integrated Mental Health Care Program was launched in 2019 by Mayor Lazatin, which aims to rescue mentally-challenged individuals found on the streets and provide them with free medical treatment.
The Angeles City Government is once again asking for the public’s assistance in locating the families or loved ones of these individuals. Anyone who recognizes these individuals is encouraged to contact GAD or CSWDO at the provided phone number.
Mayor Lazatin’s goal is to reunite these individuals with their families.
