The National Historical Commission of the Philippines (NHCP) has formally denied the request of the Angeles City Government to declare October 13 and 24 as special non-working holidays in celebration of the city’s major local festivities.
In an interview by The Voice , the City Government confirmed that the NHCP has issued its opinion on the LGU’s Letter of Request, which was submitted to the Office of the President last August. Malacañang referred the matter to the NHCP in September, and the agency’s subsequent response resulted in the denial.


The proposed holidays were intended to mark Fiestang La Naval (for October 13) and Fiestang Apung Mamacalulu (for October 24).
However, the DILG clarified that the authority to declare special holidays rests solely with the President or must be established through legislation enacted by Congress.
With the NHCP’s denial, regular working hours will apply on Monday, October 13.
City officials thanked the public for their patience and understanding, assuring that the local government continues to coordinate with national agencies and comply with due process in all official matters.
