Two former rebels surrender in Tarlac as PRO3 intensifies anti-insurgency efforts

The Police Regional Office 3 (PRO3) announced the voluntary surrender of two former rebels in Tarlac on January 31, 2025, highlighting the success of its intensified anti-insurgency operations in Central Luzon.

The two former rebels, who voluntarily laid down their arms, were assisted by a coordinated effort between various law enforcement and military units, including the 304th Mobile Company (MC), Regional Mobile Force Battalion 3 (RMFB3), Mayantoc Municipal Police Station (MPS), Tarlac Criminal Investigation and Detection Group (CIDG), Tarlac Police Provincial Office (TPPO), Provincial Intelligence Unit, Regional Intelligence Unit 3 (RIU3), 1st and 2nd Provincial Mobile Force Companies (PMFC), and the Philippine Army’s 71st Infantry Battalion (IB), 702nd Brigade, and 703rd Brigade.

One of the surrenderers, “Ka Ganneng” (51), a former member of Komite sa Larangang Gerilya 1 (KLG1) and the People’s Organizing Committee (POC), turned himself in at the 304th MC headquarters in Barangay San Jose, Mayantoc, Tarlac. He also surrendered a homemade .22 Magnum caliber firearm, a magazine, seven rounds of ammunition, and an MK2 high-explosive hand grenade. Ka Ganneng was previously listed in the Periodic Status Report (PSR) during the first quarter of 2006.

In a separate incident, “Ka Junnie” (52), a former member of KLG-TARZAM and listed in the 2006 PSR under the late Neptali Santos alias “Ka Atong,” surrendered at the 2nd PMFC Headquarters in Barangay Malacampa, Camiling, Tarlac. Ka Junnie, who had been involved with a cultural group connected to the insurgency, also handed over a .22 long firearm without a serial number, reportedly provided by Santos.

PBGEN Jean S. Fajardo, PRO3 Regional Director, underscored the importance of these surrenders, saying, “Each surrender is a step toward peace—not only for these individuals but for the entire community. Their decision to lay down their arms is a testament to the effectiveness of our intensified anti-insurgency efforts and the growing trust in our security forces. We welcome them back into society and pledge our full support as they rebuild their lives. We also urge those still involved in violence to follow suit, for the future belongs to those who choose peace over conflict.”

PRO3 continues to encourage those involved in insurgency to surrender and reintegrate into society, offering support during their transition to a peaceful and lawful life.
