USD33-M Solar Power Facility to rise in New Clark City

Advancing its vision for a greener future, New Clark City is set to welcome a new solar power facility, with Sindicatum C-Solar Power Inc. (SCSPI) breaking ground on its 39-megawatt Capas Solar Power Project.

The USD33 million project, led by SCSPI—a subsidiary of Singapore-based Gurīn Energy Pte Ltd—officially kicked off construction on April 11, 2025. The groundbreaking ceremony was attended by representatives from the Department of Energy (DOE), Bases Conversion and Development Authority (BCDA), Union Bank of the Philippines, and local stakeholders. Completion is targeted by January 2026.

“The Philippines holds one of the most exciting opportunities for renewable energy globally,” said Jose Rafael R. Mendoza, SCSPI president and Gurīn Energy country manager. “This project, made possible through the cooperation of multiple stakeholders, reflects our strong commitment to creating a lasting positive impact.”

Located on a 40-hectare lot within New Clark City, the Capas Solar Power Project will deliver 38.81 megawatts peak (31.25 megawatts alternating current) once operational. It will connect to the National Grid Corporation of the Philippines’ substation in Concepcion, Tarlac via a 69-kilovolt transmission line.

The solar facility aims to help meet the energy needs of New Clark City and surrounding areas, while supporting the Philippines’ renewable energy targets.

Ruby B. de Guzman, assistant director of DOE’s Renewable Energy Management Bureau, highlighted the project’s significance: “This solar project will help us achieve our goal of a 35% renewable energy share in the power mix by 2030 and will provide much-needed support to the Luzon grid.”

Beyond energy generation, the project is expected to create jobs, develop skills, and stimulate economic growth in the local community. “This proves that innovation, sustainability, and progress can go hand in hand,” said Erwin Kenneth R. Peralta, BCDA vice president for Investment Promotions and Marketing.

The project stems from a 25-year lease agreement signed between BCDA and SCSPI in 2015. Following Gurīn Energy’s acquisition of SCSPI’s holding company in 2023, the solar project continued under its renewed leadership. Gurīn Energy, backed by New Zealand’s Infratil Ltd., is an active player in Asia’s renewable energy sector.

The Capas Solar Power Project supports the Philippine government’s push to increase renewable energy’s share to 30% by 2030 and 50% by 2040. It also aligns with the United Nations Sustainable Development Goal No. 7: ensuring access to affordable, reliable, sustainable, and modern energy for all.
