ACPO reactivates City Advisory Group, names New Officers

The Angeles City Police Office (ACPO) has reactivated its City Advisory Group for Police Transformation and Development (CAGPTD) as it advances to the Institutionalization Stage of the Performance Governance System (PGS), reaffirming its goal of becoming a “Highly Capable, Effective, and Credible Police Force by 2030.”

The reactivation was marked by the Renewal of Oath Ceremony for the group’s members at the ACPO Conference Hall in Camp Lt. Tomas J. Pepito, Sto. Domingo. Leading the newly organized advisory group are:

  • Mr. Willy Ng – Chairperson
  • Hon. Rey Malig – Vice Chairperson
  • Mr. Jay Pelayo IV – Secretary
  • Pastor Mangonon and Mr. Lising (HARP) – Treasurer
  • Pastor Josh Zapanta – Auditor

City Director PLtCol Joselito Villarosa Jr. underscored the advisory group’s role as a vital partner in ACPO’s transformation journey, providing guidance in policing reforms and fostering community trust.

The event also brought together senior officers, station commanders, unit heads, and frontline personnel to review progress, align ongoing initiatives with PGS requirements, and plan next steps toward sustainable governance and improved public service delivery.

Following the oath-taking, an organizational meeting was held to define leadership functions, discuss resource mobilization, and enhance interdepartmental coordination. ACPO reaffirmed its commitment to transparency, accountability, and community-focused policing as it works toward full institutionalization of the program.
