AFFORDABLE HOUSING PROJECT BREAKS GROUND IN NEW CLARK CITY

Affordable homes will soon rise in New Clark City as the national government accelerates its housing agenda under the Pambansang Pabahay para sa Pilipino Housing (4PH) program.

Launched through a partnership between the Bases Conversion and Development Authority (BCDA) and the Department of Human Settlements and Urban Development (DHSUD), the New Clark City Affordable Housing Project is being developed by a consortium of Sta. Clara International Corporation and South Korea’s Saekyung Unitless Co.

Located in Capas, Tarlac, the initial phase will deliver 840 housing units, part of a larger 5.84-hectare master-planned development that will eventually offer over 3,400 residential units, primarily mid-rise buildings for affordable housing.

“This housing project is a testament to the bold vision of President Marcos Jr., brought to life through 4PH,” said BCDA President and CEO Joshua Bingcang. “It tells every Filipino family: you deserve more than shelter. You deserve a home.”

The development is envisioned to be a sustainable, inclusive community, featuring green parks, community spaces, retail zones, sports facilities, and easy access to national institutions and job centers. A portion of the units will also be allocated for uniformed personnel, allowing them to live closer to their posts.

DHSUD Undersecretary for Freeport Economic Zones Emmanuel Pineda underscored the project’s role in the broader Bagong Pilipinas agenda.

“This is a real step toward a Philippines where housing is a right, not a privilege. Where every Filipino can dream of owning a home and make that dream come true.”

Strategically positioned within New Clark City, the site benefits from major infrastructure projects such as the New Clark City–MacArthur Highway Connector Road and Connecting Road Package 2, linking it to nearby government hubs like the Virology and Vaccine Institute of the Philippines, the BSP complex, and the National Academy of Sports.

To date, BCDA has secured over ₱274.53 billion in investment pledges from key locators like Filinvest Land, Hann Development, and StB Giga Factory—expected to generate more than 150,000 jobs in the area.

The housing community will incorporate climate-resilient infrastructure, including modern utilities, drainage, fire protection systems, and open green spaces. The project will also prioritize local employment during its construction and operations.

“This groundbreaking marks the first step in building hope,” said BCDA Chairperson Larry Paredes. “We’re empowering Filipinos and bringing to life a vision that will ripple across generations.”

Vertical construction is slated to begin by late 2025, with the first housing units to be turned over within two years.
